Pennsylvania Solar Rebates and Incentives

Federal: Save With a Tax Credit

The same U.S. Federal Credit applies to every new system installation at a flat 30% of the full system price after installation, with no upper limit. Solar Community will provide you with the document necessary to add to your tax forms. The discount comes for you as a tax credit. All applicable photovoltaic systems must provide electricity for the residence and must meet applicable fire and electrical code requirements. State: Pennsylvania Sunshine State Solar Rebate Program

The Pennsylvania Sunshine Solar Program was allocated $100 million in rebates to help fund solar electric (solar photovoltaic), solar hot water (solar thermal) projects, and battery back-up systems for homeowners and small businesses in Pennsylvania. On August 19, 2011, the Department of Environmental Protection (DEP) announced that the Sunshine Solar Rebate Program is now in its waiting list phase. Solar rebate applications will continue to be received and reviewed. However, completed applications will only be assigned a rebate if money becomes available through attrition.

Local: City of Philadelphia – Streamlined Solar Permitting & Fee Reduction Program

Photovoltaic systems of 10 kW or less installed on 1- or 2-family residential units are eligible for streamlined permitting and a fee reduction. PV projects can use a combined electrical and building permit instead of filling out two separate permits if the project meets certain installation and electrical requirements (as outlined on the combined permit form). In addition, solar permitting fees for all solar projects are reduced to $25 per $1,000 labor - lowered from the standard $25 per $1,000 of labor and equipment costs. Philadelphia has a Solar Installation Guidebook to assist residents and builders in Philadelphia through the process of obtaining the necessary permits and installing solar.

Local: Solar Renewable Energy Credits (SREC)

Solar Renewable Energy Certificates (SRECs) represent the renewable attributes of solar generation, bundled in minimum denominations of one megawatt-hour (MWh) of production. In Pennsylvania, SRECs vary based on market conditions; as of April 2011 the market price for PA-sourced SRECs was approximately $220/MWh ($0.22/kWh) although some individual trades have taken place at substantially lower and higher prices. These SRECs have no system size limitations. Systems generally require a utility-grade performance meter (exception exists for some facilities of 15 kW or smaller).
